Justin Tolman, Forensic Subject Matter Expert, Exterro

Justin Tolman is the Forensic Subject Matter Expert at Exterro. Justin has been with Exterro (and AccessData before the buyout) for over 7 years training and consulting with forensic professionals worldwide. Prior to joining Exterro/AccessData Justin worked as a Computer Forensic Specialist for the Ohio Bureau of Criminal Investigations. Justin has a Masters degree in Cyber Forensics, and a Bachelor's degree in Computer Information Technology.

Tim Jones, Investigator Supervisor of the Enforcement Section, Ohio Division of Securities

As the Investigator Supervisor, Tim conducts and manages both criminal and administrative investigations involving violations of the Ohio Securities Act for himself and his team of investigators. He and his team also work closely in their efforts with the other sections of the Division, Licensing, Examinations, and Registration. Before joining the Division in 2016, Tim worked at a national bank performing both anti-money laundering and Office of Foreign Asset Control (OFAC) sanction investigations. Tim is a certified fraud examiner accredited by the ACFE. He had also obtained a bachelor’s degree in criminal justice from Ohio University where he graduated magna cum laude.

Janice Hitzeman, Attorney Inspector and Chief of the Enforcement Section, Ohio Division of Securities

In her role as Attorney Inspector, Janice leads complex investigations involving securities frauds and related crimes and manages a team of 10 attorneys, 3 investigators and 3 support staff. Prior to joining the Division in 2010, Janice worked in the Fraud Division of the Ohio Department of Insurance and was an Assistant Prosecuting Attorney with the Delaware County Prosecutor’s Office in the felony criminal division. Prior to joining the law enforcement community, she was in private practice for 10 years, focusing on real estate, mortgage lending, and title insurance law. Janice is the Chair of the North American Securities Administrators Association (NASAA) Litigation and Deposition Skills Training Project Group. She is also Chair of the Division’s Enforcement Advisory Committee. She is a certified fraud examiner accredited by the ACFE. Janice graduated from Indiana University Maurer School of Law in Bloomington and is admitted to practice in Ohio, Indiana and Florida(inactive).

Overview: In the past several years, doorbell cameras have increased in popularity amongst homeowners. This had led to an increase in crimes being recorded on these cameras. Law Enforcement may have had little to no guidance on how to save videos from these systems. This presentation will show step by step instructions on how to save video from specific door-bell camera makes such as Ring and Arlo. In addition, best practices will be covered.

Bradley Barkhurst Forensic Specialist Supervisor, Ohio Division of State Fire Marshal’s Forensic Laboratory

Bradley Barkhurst is the Forensic Specialist Supervisor at the Ohio Division of State Fire Marshal’s Forensic Laboratory since 2016. Prior, he worked at the Ohio Attorney General’s Office as a forensic video analyst for ten years. He is a Law Enforcement and Emergency Services Video Association certified forensic video analyst. He also has certification in forensic video with the International Association of Identification. He has a bachelor’s degree of fine art in Electronic Media from the University of Cincinnati. Also, Brad has a Masters of Computer Science degree in Forensic Computer and Cybercrime Investigation from the University College of Dublin, Ireland. He currently serves as secretary on the HTCIA-Ohio Chapter Board.

Tony Iacobelli joined Splunk in 2019, and currently leads Splunk’s Cyber Incident Response Team (SplunkCIRT), responsible for executing the IR lifecycle at cloud scale. Tony brings over a decade of experience of kicking bad actors off of networks, slinging SPL, skiing, and process improvement to Splunk. Prior to joining Splunk, Tony led investigation teams for the University of Cincinnati and contributed to helping secure critical public infrastructure, research data and more. Tony has a degree in Information Technology, the CISSP credential and a love of riding roller coasters.

Mark Bell, Cyber Security Outreach Coordinator, Adjutant General’s Department of Ohio

Mark coordinates a wide range of cyber partners throughout Ohio, organized into the Ohio Cyber Collaboration Committee (OC3.) Mark is also the Chairman of the Ohio Cyber Range Institute’s (OCRI) Executive Committee which provides strategic oversight for the Ohio Cyber Range.

Prior to working for the Ohio National Guard, Mark worked for 26 years as a congressional staffer for former congressmen John R. Kasich and Patrick J. Tiberi, serving in a variety of roles from case worker to Chief of Staff.

Mark is also a retired USAR Military Police Command Sergeant Major. His last assignment was serving as the Division Command Sergeant Major of the newly created 87th Training Division located in Birmingham, Alabama.

2023 Cybercrime Legal Update from Ohio BCI Cyber Crime Unit

Justin Root, Special Agent Supervisor, BCI 

Justin is the Special Agent Supervisor for the Ohio Bureau of Criminal Investigation’s Cyber Crime Unit. Justin was previously a Special Agent in the Cyber Crime Unit, the computer crime detective for the Ohio State University Police Department, and a federally sworn special deputy United States Marshal on the FBI’s Cybercrime Task Force. While in private legal practice, Justin co-chaired the cybersecurity and data privacy sub-practice for the U.S. offices of an Am Law 200 international law firm. Justin was previously a member of CyberOhio's Legal Cybersecurity Subcommittee where he helped draft Ohio's Data Protection Act. He is presently a member of Franklin University's Center for Public Safety & Cybersecurity Education Advisory Board. Justin has testified as an expert witness on computer crimes and digital forensics and has been a subject matter expert for the Association of State Criminal Investigative Agencies’ Technology Committee and the Ohio Peace Officer Training Commission. He has been certified as a GIAC Certified Advanced Smartphone Forensic Examiner (GASF), a Cellebrite Certified Operator (CCO), a Cellebrite Certified Physical Analyst (CCPA), and a GIAC Certified Computer Forensic Examiner (GCFE). He has also been certified in cryptocurrency basics and methods of cryptocurrency investigation.

Overview: The Art of Finding Missing Persons – Thousands of missing persons reports are filed each year. Though most are closed, there are several that still sit open, leaving law enforcement stumped. Molnar discusses her role as a criminal intelligence analyst and forensic artist for the state of Ohio. She goes into detail on some of the missing persons and unidentified remains cases she has worked over the years and how forensic art and intelligence resources have been used to crack them.
