Covid Protocol:

38th Annual HTCIA International Conference COVID Protocol

In an effort to minimize the spread of any COVID related variants, HTCIA is taking the following steps in Atlantic City:

  • While masks are not required, HTCIA is strongly encouraging all participants to wear a mask while not eating or drinking. Masks will be provided on-site.
  • The Hard Rock Hotel has MERV-13 filtration in the casino as well as the meeting spaces.
  • Research shows that a filter with a MERV rating of at least 13 would efficiently capture the COVID-19 virus particles, and it could help reduce the spread of COVID-19 indoors.
  • In addition, the HTCIA will be installing Medical Air Scrubbers in the breakouts and meal room as an added precaution for our attendees.
  • Comfort level stickers will be provided upon registration for your badges.  Please respect the wishes of your fellow attendees:
  • Red – Keeping my distance
  • Yellow – Still being cautious
  • Green – Okay for handshakes and hi-fives

Meet our Keynote Speakers 

Lesley Carhart is the Director of Incident Response for North America at the industrial cybersecurity company Dragos, Inc., leading response to and proactively hunting for threats in customers’ ICS environments.
Prior to joining Dragos, Lesley was the incident response team lead at Motorola Solutions. Following four years as a Principal Incident Responder for Dragos, Lesley now manages a team of incident response and digital forensics professionals across North America who perform investigations of commodity, targeted, and insider threat cases in industrial networks. Lesley is also a certified instructor and curriculum developer for Dragos’ incident response and threat hunting courses.
Lesley is honored to be retired from the United States Air Force Reserves, and to have received recognition such as “DEF CON Hacker of the Year”, “SANS Difference Maker”, and “Power Player” from SC Magazine.

MG (Ret) David Lacquement is Arete’s Senior Vice President for Government Relations and Operational Intelligence Sharing. Prior to this he served as the Deputy Assistant Secretary of the Treasury for Cybersecurity and Critical Infrastructure Protection, where he led a team focused on safeguarding the private financial services sector from cyber threats that could impact U.S. national and economic security. He has also led a team at Booz Allen Hamilton, that supported U.S. Cyber Command with technical and operational planning cyber support.

MG (Ret) served in the U.S Army for over three decades as an intelligence officer retiring as the Director of Operations, J-3, USCYBERCOM. As the first Director of Operations, he played a lead role in the framing and establishment of the Command and was responsible for directing the operations and defense of all Department of Defense’s networks, and for the planning and executing of offensive cyber operations for the Department of Defense. His military assignments included tours as Commanding General of the U.S. Army Intelligence and Security Command at Fort Belvoir, Virginia; Chief of Staff for Intelligence, C-2, Multi-National Force-Iraq supporting OPERATION IRAQI FREEDOM during the surge, Assistant Chief of Staff for Intelligence, J-2, United States Southern Command, Miami, Florida, and Assistant Chief of Staff for Operations, G-3, U.S. Army Intelligence and Security Command, Fort Belvoir,

MG (Ret) Lacquement holds Masters Degrees from National Intelligence University, U.S. Army Command & General Staff College, School of Advanced Military Studies, and the National Defense University. He completed his undergraduate studies and graduated from Western Maryland College (now, McDaniel College).
